Uni departments insist on direct enrollment, MOET says ‘no’

University departments have, once again, asked to resume the system under which students who win prizes at national competitions can enroll without university entrance exams. The Ministry of Education and Training (MOET) has responded glacially with one word: “no.”

Da Nang Education and Training Department Director Huynh Van Hoa proposed that MOET resume direct university student enrollment. Hoa maintained that in 2009, there were 1,122 students who got first, second and third prizes at the national competitions of excellent high school students, and that the number of students was just a small figure if compared to the number of students successfully passing the exams to universities.

Statistics showed that all the students with high prizes at national competitions also made scores higher than the floor level set by MOET. Hoa asserted that, to encourage students to learn, MOET should resume direct university student enrollment.

A Le Quy Don Gifted School representative noted that over the last 10 years no excellent students who won national prizes have failed the university entrance exams. Therefore, he commented, there is no need to force the excellent students to sit the exams.

Agreeing with Hoa, Nguyen Xuan Truong, Deputy Director of the Vinh Phuc Education and Training Department, argued that direct university student enrollment should be resumed if high school final exams can be organised well.

According to Truong, MOET removed the scheme because it feared that students will not have comprehensive knowledge and instead would focus on studying only some subjects for national competitions.

Truong countered that once students pass high school final exams, they already have the necessary comprehensive knowledge in many fields, plus in-depth knowledge in advantageous fields. Therefore, they should be exempt from university entrance exams.

Truong admitted that many students have “lop-sided” educations in which they only focus on subjects they find important and ignore others. He also said that many gifted schools follow the “training fighting-cocks” approach, producing students who do not have a wide knowledge base. He blames not students, but on management and the so called “achievement disease.”

Nevertheless, the Minister and two Deputy Ministers of MOET have rejected the proposal. Deputy Minister of Education and Training Nguyen Vinh Hien emphasized that education should provide comprehensive knowledge tgo students.

“If we resume the old scheme, this means that we will restore the ‘fighting-cock’ training method, thus leading to the ‘lop-sided’ study which we should avoid,” he said.

Deputy Direct of Vinh Phuc Education and Training Department Nguyen Xuan Truong:

Preeminent students always spend their time studying and doing research, while they do not pay attention to other issues in life. Therefore, he might be an “industrial hen” in his life, but he is really talented in science. Newton, a famous scientist, once made two holes, one for his dog, and the other for cat.

Therefore, in many cases, we should accept “lop-sided” study.

Deputy Prime Minister, Minister of MOET Nguyen Thien Nhan:

Gifted school is the place where talents, not aptitudes, are cultivated. If someone has good aptitude, but has bad health and weak will, then he will not be able to serve the fatherland.
